Native DJGPP (go32) support for gdb 4.17

I've finally patched this into the repository.  I did make a few
changes to make the code fit better with current GDB, but they're
not tested!  DJ Delorie himself has agreed to help out, and the
next snapshot is coming out soon too.  Thanks again for contributing
this!
