    gdb: make breakpoint_debug_printf global
    
    This commit makes breakpoint_debug_printf available outside of
    breakpoint.c.  In a later commit I'll want to use this macro from
    another file.
    
    This is just a refactor, there should be no user visible changes after
    this commit.
