[binutils-gdb] Remove CPYCHECKER_RETURNS_BORROWED_REF

    Remove CPYCHECKER_RETURNS_BORROWED_REF
    
    CPYCHECKER_RETURNS_BORROWED_REF is not used, and I think should never
    be used.  This patch removes it.
