[alpha] purge windows nt code from the backend

Sadly, this lag is even longer than the cray port.  Best I can tell,

        (alpha*-*-winnt*, ix86-*-winnt3*): Remove stanzas entirely.
	...

I.e. more than a decade ago the configury was removed.
