FWIW, we do a similar kind of mentoring at $DAYJOB as proposed here.
Full review can be part of it, but even knowing who to properly Cc is a
major part of it.

As an aside, I wonder how many patches on the list are fine, but
stagnant because the "right person" is missing on being directly
emailed. IME, even being a "traffic cop" for such things is a very
useful role.
