[PATCH v7 01/12] Add basic ansible infrastructure

This ansible setup allows converging three hosts:
- forge.sourceware.org
- an ephemeral test harness VM called forge-test used for
  quickly testing that all the roles work when starting on a bare
  system
- a temporary host for testing: forge-test.rdfm.org

A basic ansible inventory and playbook are provided. Most
configuration occurs via the included ansible.cfg file.

Ansible galaxy will download collections and roles under the
gitignored downloaded-roles and downloaded-collections
directories.

A series of scripts are added for convenience under the scripts
directory, these have been documented in the README.md file.
