Note that you don't need to be a team member to create a pull
request. But if you are one, you can approve a pull request.

Ah, that is a little confusing indeed. The gcc/gcc-mirror can be
forked, but cannot receive any pull requests (because it is an
automatic mirror).

What you want to do is fork gcc/gcc-TEST, which is a fork of
gcc-mirror itself. But can receive pull requests.

How did you create the PR? Where does this error show?

I think it is just that you started out with the "wrong" fork.  I
would delete your fork of the gcc/gcc-mirror repo and start fresh with
a fork of the gcc/gcc-TEST repo.
