I applied the patch locally and as far as I can see elfutils no longer fails to
compile. Thank you!

Got it. It seems the part responsible for opening issues on Monorail broke
recently. I added a comment to https://github.com/google/oss-fuzz/issues/12446
and mentioned that build failures aren't reported.
