Still reviewing patch, but we seem to also need a configure check to make sure
we have a new enough rpm to recognize the rhel9 rpm, otherwise some tests will
fail with:

+ rpm2cpio ../../R/debuginfod-rpms/rhel9/hello2-1.0-1.x86_64.rpm
+ cpio -ivd
argument is not an RPM package
cpio: premature end of archive
