possible representation in the apis:

-> $DEBUGINFOD_MAXSIZE (in bytes)
-> outgoing request header X-DEBUGINFOD-MAXSIZE: (number)
<- http response code 406 (Not Acceptable) if rejected
<- posix API rc EFBIG (File too large) (don't cache as 000 negative-hit)
