Split out Jim Tcl as a separate package

Please find enclosed Jim Tcl split out from athttpd.

Jim Tcl is still present inside athttpd, but that should cause no
problem. There are a number of patches for athttpd in the queue
that are awaiting paperwork, but there is no reason why this can't
be done meanwhile.

The patch is too big for an attachment, so here is a link:
