change lan91cxx to fail _init on no device

This patch changes the lan91cxx driver to return a 
false from it's _init() function if the device
signature byte is not found.  Previous code called 
CYG_ASSERT, but if assertions were disabled, it would
continue to initialize the non-existent device.
