DHCP/BOOTP Does Not Handle PAD Options

Attached is a patch to fix a bug in the DHCP/BOOTP code that doesn't process
pad option bytes.  

This can cause the assertion "Oversize DHCP packet in dhcp_size" when
assertions are compiled in.
