patch - at91 serial drivers assumed realtime response for DSR routines

Here's a cleaned up version, (made to apply to current CVS)
-dropped the patch to hal because that define is there with a slightly
different name RTO instead of RTOR...and changed the source accordingly
-took out the line_status and flow_control bits.
-included string.h for memset and memcpy

If it works and is ok with you you'll need to resubmit it Mr. Harboe :)
since my primitive tools cannot produce the initial letter of your name
and the Changelog (which did not apply to current CVS) was mangled.
