DHCP Options Enhancements

Attached patch.  Also included a tidy (legal_values statement for
CYGNUM_NET_DHCP_OPTION_HOST_NAME_LEN option).

Sorry, my error. Normally the documentation file is the same name as
the package. But the networking documentation is different. I mean

packages/net/common/current/doc/tcpip.sgml

No. I just read the eCos documentation to get ideas of the syntax.
