New eCos architecture port: OpenRISC processor

I've attached a new copy of the OpenRISC eCos port with a few changes:

  + Added ChangeLog files
  + Fixed incorrect header documentation
  + Added README.html files in hal/arch/openrisc/{arch,orp}/current/doc
  + Folded utility building script into arch doc directory
  + Made a minor code change to the stubs to match register dump format
    change in or32-elf-gdb.
