SNMP v3 support

Please go ahead with the first patch (or I can check it in for you if you 
prefer). And go ahead with the second once the assignment is in. Andrew, 
given you're a maintainer and will have seen the assignment first hand I 
presume, as soon as it's posted, you can check the patch in.
