Cyg_libc_stdio_files locking

Hello

I have found that fopen() and fclose() do not
unlock Cyg_libc_stdio_files on all execution paths.
file.patch is the patch to work around this.

In my diagnostic messages I use cyrillic,
and other people may use other encodings that are not
8-bit-clean too. So I think it may be worth to apply
the diag.patch.
