Changed HAL_ICACHE_LINE_SIZE and HAL_DCACHE_LINE_SIZE in ARM9 HAL

OK, OK, fine... if you really want the patches, here they are.  Arrrgghhh
I've got to upgrade my brain to the new 2.0 model.



Here are my changes.  I didn't see that kcache2 tested anything related to
the line size for the ICACHE (which is what I was going to think about
testing on my drive home last night -- but I forgot), so, for now I'll just
assume that if the documentation was correct for the DCACHE line size, it
must be correct for the ICACHE line size.  (Don't you just _love_ that word
"assume").  Anyway, this is what I will be running with here, so if I do see
any problems, I'll fix them and post the new changes.

For the record, kcache2 failed the two tests that it ran with the DCACHE
line size set to 32 and it now passes them (with the line size set to 16).
