mod_regs_cpg.h for SH3

Hi eCos maintainer,

Mr. Hiroshi Kasai, a eCos user in Japan, found a bug for
ecos/packages/hal/sh/sh3/current/include/mod_regs_cpg.h
and reported us.
So, I'll send you a patch that fix the problem instead of him.
