[ECOS] Gmane config for ecos-discuss has been updated

FYI,

A few days ago, I submitted an edit request to gmane.org informing
them of the change to the ecos-discuss mailing list's e-mail address.

Posting to the list via Gmane should now be working again.  If anybody
notices any gmane-related problems, let me know.
