Might I suggest the following (assuming bootable USB):

1. Format a small USB flash drive partition EXT2
2. Install grub to the drive
3. Obtain memdisk from the syslinux distribution
4. Configure grub to load memdisk as your kernel, specifying your floppy
image as the initrd.
