[ECOS] ecos not getting installed in cygwin

hi all,
i wan trying to install ecos in cygwin using "wget" command, i get this error message continuously,whenever i try to connect.......what could be the probable cause,can anyone specify?is the firewall blocking or it is being done from the server end....
