[ECOS] Building eCos test examples using Nios eCos HAL on sourceforge

I've put together some (crude) instructions on how to build eCos
test instructions given a ptf file(Stratix IV, Cyclone III, etc.) and
Quartus version pretty much don't matter except tinkering environment
scripts a bit...
