[ECOS] host-tools build environment for windows

Hello!

I tried to build the host tools for windows on my own using mingw. This didn't 
work because of some wrong defines. What is the supported build environment 
on windows platform ? Is it cygwin ? If I would fix these mingw issues and 
submit a patch, is there a chance to get it included in cvs ?
