[ECOS] Unstable anoncvs repository

I know the anonymous CVS repository can't be relied on to be stable at any
point, but I'll just give people fair warning that from now on until closer
to the ecos 3.0 release, it's inevitably temporarily going to be much less
stable, with a fair bit of upheaval.

It's all in a good cause. You have been warned :-).
