[ECOS] Deadlock scenario on close() in io/fileio

This came up once before. It was a slightly different scenario which
had one FS layered on top of another FS. This ran into the same
problems.

I think the problem was discussed a bit, but no further action
taken. It might be work looking at the discussion at the time.
