The network stack has its own memory pool. See

CYGPKG_NET_MEM_USAGE, CYGPKG_NET_MEMPOOL_SIZE, CYGPKG_NET_MBUFS_SIZE,
CYGPKG_NET_MBUFS_SIZE.
