[ECOS] Purpose of CYGBLD_BUILD_REDBOOT_WITH_THREADS.

Does CYGBLD_BUILD_REDBOOT_WITH_THREADS do anything?  I see it in a few
HAL's ecm files, but I do not see it used in any source/header files.

If it doesn't do anything, should a patch be submitted to have it removed?
