[ECOS] PPP and DNS problem

I think there is a problem with where the dns init is located in the PPP
code.  The connect attempt in dns start comes back with a "Can't assign
requested address" error.

I suspect this happened because it's still in the middle of IPCP
negotiation and a default route has not been created yet.  I can start
dns with no problems right after PPP is up.  I would create a patch but
I'm not familiar enough with the PPP code to know exactly where the dns
init should go.
