[ECOS] configuretool's configure script can't locate the tcl.h

ecos-discuss，hello！

	          I downloaded the ecos snapshot of 2005.1.1 from ecoscentric.com! I have installed the Tcl. When configure the configuretool, it says :
checking for Tcl installation...
configure: error: unable to locate Tcl header file tcl.h
configure: error: /tmp/build/ecos/ecos/host/libcdl/configure failed for libcdl

but I there is tcl.h:
find /usr/local/ActiveTcl/ -name tcl.h
/usr/local/ActiveTcl/include/tcl.h

And I have add the path of  "/usr/local/ActiveTcl/include/" to the PATH environment variable.

Is there a prebuilt host tool for Linux?
