[ECOS] strange install error

[zhaohui yin]

while I installed the ecos, run "configtool".
It sound like not recognize the package , and display "This package
does not have any valid version subdirectory" many times ,and quit
soon.

my system is win2000+cygwin, and set the environment variable such as
ECOS_REPOSITORY.

what's the problem.
