[ECOS] ecos-install failure

This is a nightmare for a Windows XP user.
c:ecos>tclsh ecos-install.tcl

*** wget returned error.Last five lines of wger output :
/tmp/ecos-install.db.1696: No such file or directory
----------------------------------------------------------------------------
Dowload failed. Perhaps you need to set a proxy ...
