in the port i have worked with, it is defined to a function that stops the 
processor execution (does not halt).

if CYGHWR_TEST_PROGRAM_EXIT is defined, it gets called from cyg_test_exit 
(tcdiag.cxx), cyg_assert_fail (fancy.cxx, buffer.cxx, simple.cxx)
