[ECOS] RTC numerator and denominator

I've read that the CYGNUM_HAL_RTC_NUMERATOR divided by the
CYGNUM_HAL_RTC_DENOMINATOR should give the number of nanoseconds per
kernel tick. In my case, the ratio should be 10^7. But what is the
significance of each value individually? There must be a reason why there
is a numerator and a denominator and not just a single value for the
number of ns per kernel tick. What determines the individual values of the
numerator and the denominator?
