[ECOS] FW: ecos install in linux

I want to install ecos in linux as flowing:
make a diretory in ecos soure tree,
run the command:

CC=arm-elf-gcc \
./configure --target=arm-linux \
--host=i386-linux \
--prefix=/home1/mylib/ecosinstall

but I get an error:

checking whether the C compiler (arm-elf-gcc  ) works... no
configure: error: installation or configuration problem: C compiler cannot create executables.

What is the matter? Any idea please.
