[ECOS] Ethernet driver test application

Why not just use the standard tests?
  % ecosconfig new cerf net
  % ecosconfig tree
  % make; make -C net/common/current tests TESTS=tests/ping_test

This will build the standard 'ping_test' (in install/tests/net/common/current/tests/ping_test)
