[ECOS] Realtek 8139 packages

Hi,

there are currently 2 packages ( rltk_8139_eth_drivers.cdl i386_pc_rltk8139_eth_drivers.cdl) that have to be added to use the RealTek 8139.
The pc_rltk8139 one imposes that the processor is an i386

Because the Relatek 8139 is PCI component which does not depend on the processor,
would not it be simpler to have only one auto-sufficient package 

I am currently using this driver on a Equator's BSP processor and it 
works fine
I just had to remove #    active_if     CYGPKG_HAL_I386_PC  in 
i386_pc_rltk8139_eth_drivers.cdl

In general, I think that all the drivers that are PCI-based should have a unique cdl in order for every processor to use them.
The HAL layer should take care of the potential caches issues and endianness.
