[ECOS] Beware ConfigTool

Hi All,
I found a strange behave of configtool 2.0, the attach file are
identical except some blank line, however, the build will fail when I
using redboot.ecm as import source but the other don't, I don't know
what is going on in the configtool but it do panic me.
I couldn't see any difference when I compare them by ultraedit.
