[ECOS] arm-elf-gdb incompatibility with cygwin1.dll 1.5.6-1

After upgrading to daily build of cygwin1.dll it works again.

I checked the changelog and there are what seems to be references to this
problem.

Unfortunally 1.5.6-1 is the latest officially released version.
