I have done a couple projects with Greenhill's Multi-2000 development tools
(compiler/linker) and a Wiggler.
Multi-2000 comes with some flash utilities which allow you to directly
program Flash with your code.
Basically the utilities are small pieces of code whech get downloaded into
your target's RAM then executed.
The utility then knows how to program your Flash device.

So, no you don't need an RTOS or bootloader like redboot.
