[ECOS] RE: Disabling RedBoot PCI on IXDP Platform

I'm not sure what other dependencies there are for the IXDP platform, but
the CYGPKG_IO_PCI is loaded for the target ixdp425 (as shown in the
ecos.db).  I haven't played around with this platform, but you might be
able to remove that package and get rid of the PCI code.
