[ECOS] Unresolved external -- read_random()

I enabled "Use random sequnece for IP packet"
(CYGSEM_NET_RANDOMID) in the FreeBSD stack, and found
that I was getting unresolved externals on the
function read_random.

Before I submit a patch, I want to make sure I wasn't
missing something obvious.

BTW -- are there any procedures on how to submit a
patch (attach files, diffs, attach the whole package,
etc)?
