[ECOS] comments in ecos.db

after adding packages using ecosadmin.tcl ecos.db is stripped of comments,
and whitespace is added in places instead of just adding the package description.
Could the master ecos.db be generated by ecosadmin.tcl as well so the differences
stay relevant?One thing that might be needed is for the tcl script to generate the 
copyright text at the beginning of ecos.db so it does not get lost.
This is just a small annoyance.
