[ECOS] hal_idle_thread_action on ARM

        Greetings,

The ARM architecture HAL defines a dummy hal_idle_thread_action.
Which is the best way to override this in a variant or platform HAL?

E.g. for PPC variants there is a hal_variant_idle_thread_action, but
not for ARM...
