[ECOS] Configtool (2) segfault

There are known problems with the configtool and wxWindows 2.4. For
now the recommended version of wxGTK is the snapshot on
ftp://sources.redhat.com/pub/ecos/ct2/, as per the README.txt file in
the configtool sources.
