[ECOS] how to interpret the *.mlt file? thanks a lot

The code for the old 1.3 memory layout tool for
Windows is still there. It does not seem to be
overly platform dependend. I think it can't be too
difficult to port it and create a command line
memory layout tool a la ecosconfig, only that I
do not have the time to do it.
