[ECOS] Building toolchains for LEON processor

When the toolchains were spun for the other targets there were
problems building a sparc-elf version, and supporting that
architecture was not a priority. I suggest a visit looking through the
main leon website, http://www.gaisler.com/leonmain.html. There may be
toolchain information there.
