The:
%.pdf: %.fig
	fig2dev -L pdf $< >$@
and the hack:
<imagedata fileref="repo.pdf" format="eps" scale=80 Scalefit=1 Align="Center">
did the magic. Crisp scalable figures are there.  I put a sample onto 
<http://www.ecos2.vsr.si/temp/> (cdl-guide).
