[ECOS] ldi file generation

These files are traditionally generated by the Memory Layout Tool
(part of the ConfigTool).  Currently, the only version of the
ConfigTool which supports this runs on Windows.

Alternatively, the .ldi file can be hand generated (it's not
too complicated).
